On November 16, the Biden administration officially sent the Kigali Amendment to the Montreal Protocol to the U.S. Senate for ratification. Adopted in 2016, the Kigali Amendment is an international treaty to phase down the production and use of HFCs, potent greenhouse warming gases. The amendment has already been ratified by 129 nations including China and India, but requires a twothirds majority vote in the 100-person U.S. Senate for ratification.
