The Kigali Amendment to the Montreal Protocol that was adopted in 2016 requires countries around the world to reduce the production and consumption of hydrofluorocarbons (HFCs). Each country’s reduction targets differ depending on the group to which that country belongs. Developed countries have set a goal of gradually reducing HFC production and consumption from 2019, using the HFC consumption over the period from 2011 to 2013 as the baseline standard value, in order to achieve a reduction of 85% of the standard value by 2036.
