In Eastern Europe, both government projects and general customers like made-in-Europe products. As a result, many manufacturers build factories in Eastern Europe, where labor costs are relatively low. Panasonic and Toshiba Carrier have set up production sites in Eastern Europe, mainly targeting the ATW heat pump market in Europe.
