Can the World Agree on Climate Change?

In November, the United States and China, which together account for approximately 43% of the world’s greenhouse gas (GHG) emissions, took the first step toward setting new GHG reduction targets. The international community is injecting momentum into negotiations aimed at reaching a new framework agreement on climate change by the end of next year.
