China to Audit Production Statistics on HCFCs

According to the HCFCs phase-out schedule in the Montreal Protocol on Substances that Deplete the Ozone Layer ratified by China, developing countries including China should keep the production and consumption of HCFCs at the 2009 and 2010 level (baseline) through 2013, and then gradually reduce the use of HCFC until fully phasing them out.
