Kigali Amendment
At the 28th Meeting of the Parties to the Montreal Protocol (MOP28) held in Kigali, Rwanda, in October last year, an amendment stipulating that hydrofluorocarbons (HFCs) be added to the Montreal Protocol was adopted. Consequently, both developed and developing countries are now obliged to phase down HFC refrigerants. As known widely, HFCs have zero ozone depletion potential (ODP), but many HFCs have high global warming potentials (GWPs).
 
The phasedown of HFCs has been advocated for several years by the United States, Canada and the European Union (EU). Within the framework of the Kigali Amendment, reductions in HFC use are expected to accelerate.
