Spain Applies Tax on High-GWP Refrigerants

In Spain, supermarkets need to address new legislation applying to refrigerants. On January 1, 2017, a new tax on refrigerants was introduced in Spain. High global warming potential (GWP) refrigerants are increasingly targeted.
 
In an interview with La Revue Pratique du Froid, Mercedes Cerquera, managing director of Climalife, gave an insight into the situation in Spain. When asked how the level of the tax on refrigerants was determined, Mercedes Cerquera explained that the Spanish tax is based on the GWP, and each unit of GWP is taxed 0.02

(about US$ 105) cap. The tax applies to all greenhouse gases with a GWP of more than 150. It was implemented in three increments starting on January 1, 2014, and is now 100% applied. Since its inception, the tax has disrupted the market. Currently, the tax applied 1 kg of R404A is 75.68

 (about US$ 80). The positive effect is an acceleration of research designed to identify and implement solutions enabling the replacement of high-GWP refrigerants. Internet sales are being monitored closely by the relevant ministry.
