A Pathway to HFC Phase-down

As we reported in the November issue of JARN, an amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer was adopted at the 28th Meeting of the Parties to the Montreal Protocol (MOP28), which took place in Rwanda in October, to regulate production and use of hydrofluorocarbons (HFCs).
 
The adopted HFC phase-down amendment starts with phasing down production and consumption of HFCs in advanced nations such as the United States and Japan in 2019, reducing production and consumption by 85% (CO2 equivalent) of the levels of 2011?2013 in 2036. China and other developing nations will begin phasing down production and consumption in 2024, reaching an 80% reduction in 2045 based on 2020?2022 levels. India and oil-producing nations including those in the Middle East will begin phasing down production and consumption in 2028, reaching an 85% reduction in 2047 based on 2024?2026 levels.
