Most R22 manufacturers were running under production capacity in the second half of 2008. “Eighty to 90% of production lines were in operation in some companies, while it was just 50% to 60% in others,” industry insiders revealed. With R22 supply exceeding demand, there was a sharp decrease in price. From May to June 2008, R22 was sold at the price of RMB 15,000 (about US$ 2,299) per ton. However, in December the price dropped to RMB 8,000 (about US$ 1,173) per ton, one of the lowest prices in history.
